Brazil market entry for EU exporters

EU-Mercosur applies provisionally since 1 May 2026, and the headline duty cut is real. It is also not the number to put in a pricing model, and it changes nothing about ANVISA, MAPA, INMETRO or the RADAR accreditation an importer needs.

The problem for an EU exporter specifically

EU-Mercosur gets sold as a reason to enter Brazil now, and the trade part is real: it applies provisionally from 1 May 2026 and cuts duties on 91% of EU exports to Mercosur by the European Commission's own figure. What that figure does not tell you is that the duty is one line in a six-line tax stack, that a lower duty only trims IPI and ICMS by a small amount because both are calculated on a base that includes the duty, and that PIS, COFINS and the merchant marine charge do not move at all regardless of the tariff schedule. An EU exporter pricing an entry off the headline cut alone will misprice the deal.

The regulatory side is untouched entirely. ANVISA registration for food and cosmetics, MAPA requirements for animal-origin products and beverages, INMETRO certification for goods on its compulsory list, and RADAR accreditation for whoever files the import declaration, all run on exactly the rules they ran on before the agreement. See what EU-Mercosur does not change for the full list against each agency.

What actually to check before pricing an entry

  • The real tariff line for your product, not the average. The EU-Mercosur tariff schedule by sector and tariff quotas cover where the cut is full, staged, or capped by a ceiling.
  • What share of the cut actually reaches landed cost. What the tariff cut is really worth works four codes through the full tax cascade rather than stopping at the duty line.
  • Rules of origin, since the preferential rate is not automatic on any shipment from an EU country; it has to be claimed and proven. How to claim preferential origin covers what that takes.
  • Whether your product needs ANVISA, MAPA or INMETRO sign-off, unaffected by the trade agreement either way.

How we can help

A market entry assessment runs the actual landed cost for your specific NCM code through the full tax cascade, EU-Mercosur duty included, against real competitor prices, rather than stopping at the headline percentage. Where the product needs ANVISA, MAPA or INMETRO sign-off, regulatory registration maps which track applies and runs the filing.

Who this fits

An EU-based manufacturer or brand considering Brazil now that the agreement applies provisionally, who wants the real number before committing rather than the headline one.

Frequently asked questions

Does EU-Mercosur mean I can skip Brazilian regulatory registration?

No. The agreement changes the import duty and nothing else. ANVISA, MAPA and INMETRO requirements, and the RADAR accreditation an importer needs, are unchanged, and apply exactly as they did before the agreement. See what EU-Mercosur does not change for the full list.

How much does the duty cut actually save on landed cost?

Less than the headline suggests. Across modelled cases a duty cut of 12.6 to 18 percentage points reduced landed cost by 10.0% to 13.9%, roughly three quarters of the headline, because PIS, COFINS and AFRMM do not depend on the duty rate at all. In the first year, for some codes, the preferential rate sits above the duty Brazil already applies, so the saving can be negative. See what the tariff cut is really worth for the worked examples.

Do I need to prove origin to claim the preferential rate?

Yes, through the rules of origin the agreement sets, and getting that wrong is a common way exporters lose the preference they thought they had. See how to claim EU-Mercosur preferential origin.

Is my product's tariff line actually cut, or does it sit under a quota?

Depends on the sector. Some lines see immediate or staged full elimination; others sit under tariff-rate quotas where the preference applies only up to a ceiling and the full duty applies above it. Check the EU-Mercosur tariff schedule by sector and EU-Mercosur tariff quotas for your specific code.
