Regulatory registration coordination

ANVISA, MAPA and INMETRO each run their own track, and a product can need more than one. The registration itself has to be held by a Brazilian legal entity; what we do is get the right filing to the right agency, in the right order.

Who this is for

A company whose product needs sign-off from ANVISA, MAPA or INMETRO before it can legally be sold in Brazil, and does not yet have a clear map of which agency applies, which track inside that agency, and in what order the filings need to happen.

The problem this solves

Each agency runs its own classification logic, and none of them line up with a single NCM lookup. ANVISA splits food into Registro, Notificação and Comunicação depending on the category annex; for cosmetics, a closed list of nine named groups requires Registro and everything else follows comunicação prévia, regardless of the product's Grau 1 or Grau 2 risk classification. MAPA's authority rests on three separate laws depending on whether the product is of animal origin, a beverage, or unprocessed plant produce. INMETRO keeps its compulsory list by object name, not by tariff code, and the only reliable way to check a specific code against it runs through Portal Único Siscomex. Getting the classification wrong at the start means refiling under the correct track later, which costs more time than getting it right the first time.

What we do

  1. Classify the product against all three agencies' criteria, since a product category can clear the obvious one and still trigger another.
  2. Identify the specific track: ANVISA Registro, Notificação or Comunicação for food; for cosmetics, whether the product falls into one of the nine groups article 34 requires Registro for, or follows comunicação prévia instead; the relevant MAPA law and registration system for animal origin, beverage or plant products; INMETRO's Registro de Objeto where the object is on the compulsory list.
  3. Prepare the filing with the Brazilian legal entity that will hold the registration, sequencing multiple filings where a product needs more than one.
  4. Track the filing through to approval and flag anything the agency requests that was not anticipated.

Deliverables

A written classification naming every applicable track, the filing itself submitted through the holding entity, and a status report through to approval or notification acceptance.

Timeline

Timeline is set in the written quote after the diagnostic call, since ANVISA, MAPA and INMETRO run on different published periods and a product needing more than one agency depends on the slowest one.

What we need from you

The product's full composition or specification, its country of manufacture, any registrations or approvals it already holds elsewhere, and the Brazilian entity that will hold the registration if it is not your own.

Price

From USD 1,000 as an individual service, or included in the route to sales and full-cycle packages; see pricing. Government filing fees, where the agency charges them, are quoted separately and shown as a separate line.

Who does the work

Our desk in Rio de Janeiro maps the tracks and coordinates the filing. The registration itself is held by the Brazilian entity under its own CNPJ, as the rules require; where the case needs a specialist filing agent, we bring one in and name the role.

Sources

  • ANVISA cosmetics: the nine-group closed list requiring Registro, and comunicação prévia for everything else regardless of Grau: RDC 907/2024 articles 34-35, in force since 23 September 2024, primary, as discussed on ANVISA registration.
  • ANVISA food tracks (Registro, Notificação, Comunicação): RDC 843/2024, as discussed on ANVISA registration.
  • ANVISA cosmetics Registro timeline (up to 150 calendar days) and comunicação prévia (up to 3 days): ANVISA's own portal estimates, administrative estimates rather than guarantees, as discussed on ANVISA registration.
  • MAPA and INMETRO tracks: MAPA requirements and INMETRO certification.
  • Price, USD 1,000 as an individual service: our own fee, confirmed 24 September 2026, see pricing.

This page describes a paid coordination service. We do not guarantee a specific approval timeline or outcome; the agency's own review decides that.

Frequently asked questions

Do you hold the registration for us?

No. For ANVISA food and cosmetics tracks the registration or notification is filed by the company that will place the product on the market, and INMETRO certification is applied for exclusively by the supplier legally established in Brazil under the general certification rules. We coordinate the filing and work with the Brazilian entity that holds it, whether that is your own company or a distributor's.

How do I know which agency applies to my product?

It depends on the product category and how processed it is, not on a single lookup. Food and cosmetics generally sit with ANVISA, under RDC 843/2024 and RDC 907/2024. Products of animal origin, beverages and unprocessed plant produce sit with MAPA. Goods on the compulsory certification list, tracked by object rather than by NCM code, sit with INMETRO. See anvisa registration, mapa requirements and inmetro certification for the boundary in each case.

How long does registration take?

It varies by track and cannot be estimated generically. ANVISA's own portal states an estimate of up to 150 calendar days for cosmetics Registro, one of the nine specific groups RDC 907/2024 article 34 names, and up to 3 days for comunicação prévia, which covers every other cosmetic regardless of risk grade; those are the portal's administrative estimates, not guarantees. We give a specific estimate for your product after the diagnostic call, once the track is identified.

What if my product needs more than one agency?

It happens more often than most guides suggest, for example a cosmetic containing a novel ingredient touching both ANVISA's cosmetics track and its food ingredient rules. We map every applicable track before filing starts, so registrations run in an order that does not create a dependency deadlock.
